The Beijing Municipal Environmental Protection Agency said yesterday that Beijing is drafting the second phase of the State V motor vehicle emission standard, which is expected to be implemented in the second half of this year. The standard tightens the operating frequency of the on-board diagnostic system OBD.

Phase II emission standards are being drafted

Last year, Beijing officially implemented the State V motor vehicle emission standards. Compared with the previous National IV standard, in addition to the further tightening of the sulfur content index in the oil industry, the National Five Standard also imposes new requirements on motor vehicles. The on-board diagnostic OBD system must be installed on the vehicle and the system can detect The abnormal operation of the engine ensures that it can achieve a steady discharge.

Gao Jie of the Motor Vehicle Emissions Management Office of the Municipal Environmental Protection Agency stated that the National Five Standard divides new and in-use vehicles into concrete implementation in two phases. Gao Jie said that the current phase II emissions standards documents are being drafted and are expected to be officially released in the second half of the implementation.

According to Beijing’s implementation of the country’s plan for the phase one, new cars that do not meet the new standards will not be able to sell in Beijing, and used cars of the Beijing number plate can continue to flow in Beijing. Gao Jie said that the implementation principle of the country's five second phase standards should be consistent with the first phase. Consumers do not need to be too nervous, because now OBD systems installed on cars sold in Beijing, the mainstream brands, have basically had the required features of the second stage. “It just needs to re-do the standard certification.”

At the same time, Beijing will further tighten new car standards, and strive to implement the sixth phase of motor vehicle emission standards in 2016, and simultaneously improve the quality of oil products.

Domestic garbage incineration landmarks will be severed

It is understood that in order to prevent and control air pollution and improve the quality of the environment, Beijing has basically formed the most stringent local environmental protection standards system in China. There are a total of 51 standards, 33 of which involve the atmosphere. In the second half of this year, Beijing will also publish many standards such as automobile manufacturing and catering, and the total number of environmental protection landmarks will exceed 60 next year.

Wang Xuantong, deputy director of the Science and Technology Standards Division of the Beijing Municipal Environmental Protection Bureau, said that at present all Beijing emission limits are stricter than those of other provinces and cities, and some are more stringent than the national standard. However, some early-stage emission standards may be looser than the newly-developed national standards, such as the standard for the incineration of domestic waste. The Beijing landmark was established in 2008, but the national standard was introduced just recently, so landmarks have emerged from the national standard. The value is loose, so the landmarks will be tightened and some of the emissions will be revised.
