This unified market is supported by five major systems: the legal construction system, which is based on the Bidding and Tendering Law and the Administrative Licensing Law; the tendering agency system is composed of 206 international tendering agencies; the expert support system is composed of 24,000 experts. The library covers 43 major categories and 761 industries; the network operation system has established the largest and most comprehensive professional website in China, the China International Bidding Network; the administrative supervision system, and implements strong supervision and management at the central, local, or departmental levels.

According to the introduction of the Department of Mechanical and Electrical Industry (Ministry of Mechanical and Electrical Industry) of the Ministry of Commerce, international bidding has not only become an important means for the introduction of major technologies in an open environment, but also has increased the independent innovation capability and core competitiveness of domestic enterprises, and has made China's industrial structure optimized. Through the international tendering during the “Eleventh Five-Year Plan” period, the company has saved investment costs of US$ 21.88 billion with an average saving rate of 14.8%. In order to create an open, fair, and just market environment, the Ministry of Commerce has increased the supervision of all parties involved in tendering and bidding before, during, and after the event, paying particular attention to the use of new methods of supervision and timely response and proper handling of social queries. Violations of doubts have decreased significantly. On the other hand, we focused on promoting the construction of trustworthiness.
