1 Scope This standard specifies the maximum allowable emission concentration of smoke, dust, sulfur dioxide, and nitrogen oxides in the flue gas of the boiler and the emission limit of the smoke blackness. This standard applies to the management of air pollutants emitted from coal-fired, oil-fired and gas-fired boilers of various capacities and uses other than pulverized coal-fired power generation boilers and single-output power boilers larger than 45.5 MW (65 t/h), and the environmental impact of construction projects. Evaluation, design, completion acceptance and discharge management after completion.

For boilers using sugar cane bagasse, sawdust, rice hulls, bark and other fuels, refer to the maximum allowable emission concentration of air pollutants from coal-fired boilers in this standard.

4 Technical Contents 4.1 Application Area Classification The categories in this standard and Class II and Class III areas refer to the classified areas of the ambient air quality functional areas specified in GB3095-1996 Ambient Air Quality Standards.

The “two control areas” in this standard refers to the scope of the acid rain control area and the sulfur dioxide pollution control area demarcated in the “Approval of the State Council on Acid Rain Control Areas and Control of Sulfur Dioxide Pollution Control Areas”.

4.2 Limits of the year This standard is divided into two phases according to the years of use of the boilers, and different air pollutant discharge standards are implemented.

I period: boilers built before December 31, 2000;

Period II: The boilers built and used since January 1, 2001 (including those boilers that were not built or not in operation during the I period and boilers that need to be expanded or rebuilt in the use of boilers).

4.3 The maximum allowable emission concentration and the smoke blackness limit of the boiler dust are to be carried out according to the timetable of Table 1.
