The same situation occurred in the village of Cuijia and Pingfang next to Taidai Village. Why are so many village families in front of the water pipe? Why does the village ignore the long flowing water pipes? What regulatory issues exist for self-provided wells scattered in villages in cities? The reporter conducted an investigation for this purpose.

Taitung Village is located in the East Fifth Ring, not far from the village, and the large blocks of houses contrast with the bungalows in the village.

At high temperatures, few villagers move around in the village. A villager squatted in front of his house and opened the faucet in front of the door. He grabbed the sneakers next to him and reached directly under the faucet. A large tree covered the sun, and the villagers got up and went back to the house to take soap. The tap did not close, and the white running water flowed directly into the sewer. "It's a matter of shutting things in, but you'll have to come back and continue to brush your shoes."

Xiao Zhang lives in a community not far from Taitung Village. His relatives also live in the village. In his impression, almost every family in the village had a faucet on the door. “There is also a faucet in the house, but the villagers also have a door at their doorstep. This is also true of my relatives' homes. This way, when washing dishes and scouring rice, the waste water is poured directly into the drains or into the sewers, saving the house where it’s done. It's all water."

In Cuijia Village, on the east side of Taitungcun Road, he walked into the village entrance. A number of water pipes about half a meter high on the ground were pulled out of the house. Below the water pipes was a somewhat blackened drainage ditch. In an alley, a water pipe was erected by a wooden pile and the faucet was facing the drain. In the eyes of a villager, this is not a strange thing. "This is not what everybody does. It is convenient to wash the oysters outside the house. It is not used to pour water. It just falls into this gutter."

In the bungalow village adjacent to Taidai Village and Cuijia Village, the water pipes coming from the house are not common. The reporter found that many villagers also came out with water pipes in the yard. “Our village has no drainage ditch outside. It is also inconvenient for the water pipes to be poured into the door of the house. We all brought the pipes to the yard and drained the water directly into the sewers.”

No need to pay

"Fear of freezing, it is always open."

In an open space less than a hundred meters from the eastern entrance of Taitung Village, the trees are the protagonists there, and a blue bungalow looks a little unexpected in the trees. The doors and windows of the blue house are locked. There are no occupants and no staff in the house. There is only a pipe with a diameter of about 20 cm and a pump. The pump rumbling sounds.

A villager said that this is a water room where the village of Taichung has its own well. The water in the entire village is pumped out of the ground through a pump and then delivered to every household. “The water in the whole village depends on it. The villagers have been using their own wells in the village. Every household is like this, and water is used casually.” The villager stated that the village had prescribed that the resident residents pay a nominal fee of a few yuan per month. However, no one in the image has received this fee from him.

A villager built a pool near the wall in front of his house and took out two water pipes. In the pool, “No water forbidden to use water from the staff” was used. A villager surnamed Wang said that he used to open a long stream of water in the winter. “Last year, I wrapped it up and watched the water flow away. I felt very uncomfortable in my heart.” He said that many villagers did not save water. Consciousness is a habit that has been cultivated over the years. Because there is no payment, there is uncontrolled water use, and even waste of water.

Self-provided wells to take water

Digging from more than 100 meters to more than 300 meters

At Cui Jiacun's drainage ditch, a faucet that has been unable to close has been flowing finger thick water. Xiao Zhang said that in the villages of Taidai Village, Cuijia Village and Pingfang Village, each village has a self-contained well water room to provide daily water for the villagers. With more and more tenants renting in the village, “waste is getting worse.”

The reporter asked a number of villagers and villagers in Taidai Village that the village’s self-provided wells had been deeper and deeper in the past few years, digging over more than 100 meters from 67 years ago to more than 300 meters.

“There are no water meters in the villagers' homes and they cannot monitor the amount of water used for the records.” Xiao Zhang said that if water meters can be installed, they should be charged according to water consumption. In Cuijia Village, there is a flush-free public toilet located a few tens of meters away from a long flowing water pipe. Cleaners in public toilets told reporters that public toilets are flush-free, and their purpose is to save water. Seeing such a situation, Xiao Zhang shook his head and felt that this statement was ironic: “The water saved by the water-saving toilet this year is probably not enough to be wasted by a long flowing plumbing.”

No water meter installed

Water sector is difficult to intervene

According to statistics, at present, there are about 4,000 self-provided wells in the city's six districts, covering water use, greening, and agriculture. Among them, about 3,000 people live drinking water. It mainly concentrates on the four-ring and five-ring urban-rural junctions. The annual water supply is 180 million cubic meters, accounting for about 30% of the city's domestic water supply. More than 3 million residents drink water from these wells every day.

A staff member of the Chaoyang District Water Saving Office stated that most of the self-provided wells in urban areas were excavated in the 1970s. They were affected by factors such as the delay in the construction of the municipal water supply pipe network and inadequate water supply capacity. Some units, institutions, communities, and villages were affected. A group of self-provided wells were drilled to solve their own production and domestic water use. Some self-provided wells have been used up to now.
