China and Germany Sign Implementation Agreement for Electric Vehicle and Climate Protection Cooperation Project


On October 20, 2010, both China and Germany signed the "Executive Agreement on Sino-German Electric Vehicle and Climate Protection Cooperation Project" in Beijing. Zhao Hang, Director of China Automotive Technology and Research Center, and Dr. Scarlett, Chief Representative of German Technical Cooperation Company in China signed the implementation agreement and delivered speeches at the ceremony. Officials from German Embassy in China, Ministry of Science and Technology and Ministry of Commerce attended the ceremony. The relevant personnel of the national auto companies and research institutions participated in the signing ceremony.

With the increasing global environmental problems, governments, research institutes, and industries in various countries are seeking effective ways to solve climate change. Electric vehicles are generally considered to have enormous potential. In recent years, China and Germany have made great progress in the development of new energy vehicles such as electric vehicles, which laid the foundation for the two countries to carry out cooperation in equality and mutual benefit in these fields.

The Sino-German electric vehicle and climate protection project is a cooperation between the Chinese government and the German government signed on July 16 this year in the Memorandum of Understanding on the cooperation between the two countries in the field of climate protection and electric vehicles. The Center (CATARC) and the German Technology Cooperation Company (GTZ) are jointly commissioned by the Ministry of Science and Technology of China and the Ministry of Environment of Germany for joint international cooperation projects. The implementation cycle of the project is planned to be 3 years, with a view to studying the standards of electric vehicles, energy utilization efficiency, and battery recycling, which will provide assistance and reference for the decision-making of related departments and research institutions of the two governments.

The official launch of the Sino-German electric vehicle and climate protection project will provide a useful reference for the two countries to carry out more in-depth and extensive cooperation in the emerging technology fields, and will also play a positive role in promoting the development of the international new energy industry.
