The reporter learned yesterday from the Guangzhou Municipal Bureau of Quality and Technical Supervision that the General Administration of Quality Supervision, Inspection and Quarantine and the National Standardization Administration have recently approved the release of GB20997-2007, a mandatory national standard setting fuel consumption limits for light commercial vehicles. This new regulation marks a significant step in China's efforts to improve energy efficiency and reduce environmental impact.
Starting February 1 of next year, all light commercial vehicles produced or imported into China will be required to comply with this national standard. The standard, proposed by the National Development and Reform Commission, is part of the broader framework supporting the Energy Conservation Law, reflecting the government’s commitment to sustainable development.
According to the details, the standard sets different fuel consumption limits for Phase I and Phase II based on factors such as fuel type (gasoline or diesel), maximum design total mass, and engine displacement. From February 1, 2008, all newly certified basic models and their variants must meet the requirements of Phase II. By January 1, 2009, vehicles certified before February 1, 2008, must also comply with Phase I standards. And starting January 1, 2012, all applicable vehicles must meet the stricter Phase II requirements.
Industry insiders noted that major Chinese manufacturers of light commercial vehicles were already aware of the standard's requirements as early as 2005, when it was first drafted. To avoid unnecessary rework and ensure smooth implementation, the National Development and Reform Commission decided that new vehicle certifications should fully comply with the new standard from the start.
Sources within the industry also mentioned that the first phase of the standard is relatively lenient, allowing most existing models to meet the requirements. However, the second phase introduces a 5% to 10% tightening of the limits, which is expected to drive innovation and encourage more fuel-efficient designs in the coming years.
This move is seen as a positive development for both the environment and the automotive industry, pushing manufacturers to adopt greener technologies while maintaining competitiveness in the global market.
