Energy-saving first light commercial vehicle fuel consumption national standard next year implementation

The reporter learned yesterday from the Guangzhou Municipal Bureau of Quality and Technical Supervision that the General Administration of Quality Supervision, Inspection and Quarantine, along with the National Standardization Administration, recently approved the release of GB20997-2007, a mandatory national standard setting fuel consumption limits for light commercial vehicles. This new regulation marks a significant step in China's efforts to promote energy efficiency and reduce emissions within the automotive sector. Starting February 1 of next year, all light commercial vehicles in China will be required to comply with this national standard. The standard, proposed by the National Development and Reform Commission, is part of a broader initiative under the Energy Conservation Law, aiming to encourage sustainable development and reduce reliance on fossil fuels. According to the details, the standard establishes two phases of fuel consumption limits based on factors such as fuel type (gasoline or diesel), maximum design total mass, and engine displacement. From February 1, 2008, newly certified basic vehicles and their variants must meet the second phase requirements. Vehicles certified before that date will need to comply with the first phase rules starting January 1, 2009. By January 1, 2012, all applicable vehicles must meet the stricter second-phase standards. Industry insiders noted that major Chinese manufacturers of light commercial vehicles were aware of the standard’s requirements as early as 2005, when it was first being developed. To prevent unnecessary rework during model development, the National Development and Reform Commission decided that the implementation of the new standard should be carried out in one go for newly certified vehicles. It has also been reported that the first phase of the standard is relatively lenient, allowing most current models to meet the requirements without major modifications. However, the second phase introduces tighter regulations, with fuel efficiency targets improved by 5% to 10% compared to the first phase. This gradual approach aims to give manufacturers time to adapt while still pushing for meaningful improvements in vehicle efficiency.
