On the 22nd, it was reported by the Ministry of Finance of the People's Republic of China that in an effort to boost the research and development of key technologies for wind power equipment and accelerate the growth of the wind power industry, the ministry has recently introduced the Interim Measures for the Management of Special Funds for the Industrialization of Wind Power Generation Equipment. These measures aim to support the first 50 companies that meet specific criteria, offering a subsidy of 600 yuan per kilowatt for megawatt-scale wind turbines.
According to the regulations, the 600 yuan/kW subsidy is divided equally between whole machine manufacturers and key component producers, with a particular focus on strengthening weak links in critical components. The funds are primarily intended for the development of new products and technological innovation within the sector.
The Ministry of Finance emphasized adopting a "subsidy for compensation" model to support the industrialization of wind power equipment. First, this approach is market-oriented, aiming to maximize the role of the private sector and mobilize resources effectively, allowing the most competitive companies to stand out.
Second, the policy emphasizes practical outcomes. Companies must have their prototypes certified by an independent body, and the first 50 units must be sold, installed, commissioned, and connected to the grid before they qualify for subsidies. This ensures that the results of R&D are tested and validated in real-world conditions.
Third, the policy is designed to be open and transparent. The standards and conditions for receiving subsidies will be made public in advance, ensuring fairness and clarity for all eligible enterprises.
Fourth, the policy prioritizes the timeliness of R&D efforts. It clearly states that once certain technologies reach the market and achieve commercial success, funding will shift toward higher performance standards. Currently, the supported technical standard requires wind turbine units to have a capacity of more than 1.5 MW.
Finally, the government aims to reduce its discretionary power in approving projects. It will not directly assign R&D tasks or select companies, but instead, only those who meet the established criteria will be eligible for financial support. This ensures a fair, competitive, and efficient process for supporting the wind power industry's growth.
